The first quasi-judicial arm
Hearing Committee
A quasi-judicial committee that examines the alleged violations attributed to media institutions and licensees, whether brought to it through complaints from citizens and affected parties or through the periodic monitoring reports prepared by the Commission's competent departments.
The Committee hears all parties to the case and reviews the evidence and documents before submitting its reasoned recommendations to the Board of Commissioners for a decision, ensuring that no regulatory action is issued without first hearing the point of view of the party concerned.

How it works
Four steps from complaint to recommendation
Registering the complaint
The complaint or monitoring report reaches the Committee and is entered in its official register, together with an initial check of the Committee's jurisdiction and the completeness of the essential data.
Notifying the party and scheduling the session
The party concerned is formally notified of the alleged violation attributed to it, and a date is set for the hearing session, allowing sufficient time for it to prepare its defenses and documents.
Holding the session and hearing the parties
The hearing session is held and the statements of all parties are heard, the submitted evidence, recordings, and documents are reviewed, and official minutes of the proceedings are recorded.
Submitting the recommendation to the Board
A reasoned recommendation is issued in light of the session's findings and submitted to the Board of Commissioners for a decision — to ratify, amend, or return it.
The second quasi-judicial arm
Appeals Board
An independent body within the Commission that examines appeals filed against the decisions of the Hearing Committee and regulatory penalties, safeguarding the right of defense and the fairness of procedures and providing a second level of review before a decision becomes final.
The Board exercises its powers in complete independence from the committees and departments that issued the contested decision, and it may uphold, amend, or revoke the decision by a final reasoned decision that is notified to all parties.
Statutory appeal period: 30 days
An appeal is filed within thirty days of the date of official notification of the Hearing Committee's decision; once this period lapses without an appeal, the decision becomes final and enforceable.

Four steps to the final decision
Filing the appeal within 30 days
The appellant submits a written appeal on the approved form within thirty days of being notified of the decision, accompanied by the grounds for the appeal and its supporting documents.
Formal review
The Board reviews the formal validity of the appeal: whether it was filed within the statutory period, the standing of the person who filed it, and the completeness of its requirements and attachments, before referring it for consideration on the merits.
Considering the merits and hearing the appellant
The Board studies the substance of the appeal and its grounds in light of the papers and evidence, and it may invite the appellant to hear his statements and clarifications when needed.
The final decision
The Board issues its final reasoned decision — upholding, amending, or revoking the contested decision — and it is notified to all parties so that it becomes enforceable.

The Commission periodically publishes the decisions of the Hearing Committee and the Appeals Board to promote transparency, while observing the legal rules governing the confidentiality of certain data.
