The highest authority in the Communications and Media Commission (CMC) — it sets general regulatory policy, approves regulations and decisions, and oversees the performance of the Executive Body with complete impartiality and independence.
Regulatory decision-making authority
The Board of Commissioners is the highest authority in the Commission and holds the mandate to set its general policy. It comprises a Chairman, a Vice-Chairman, and members specialized in media, legal, and technical affairs, chosen according to standards of competence, integrity, and independence. The Board is responsible for approving regulations and broadcasting rules, ratifying the granting and renewal of major licenses, adopting fees and tariffs, and deciding on the recommendations of the Hearing Committee and the Appeals Board.
The Board holds its regular meetings with a published agenda and issues its decisions by vote in accordance with a defined legal quorum; its official decisions and statements are published on the Commission's website to ensure transparency. The Board also oversees the performance of the Executive Body and periodically evaluates sector indicators, and it represents the Commission in shaping its positions before legislative bodies and peer international organizations.

Chairman of the Board of Commissioners
Doctorate in telecommunications engineering from the University of Baghdad. He has overseen major national regulatory portfolios for more than twenty years, led programs to modernize the regulatory framework for the media and telecommunications sectors, and has accredited contributions at the International Telecommunication Union (ITU).
Vice-Chairman of the Board of Commissioners
Master's degree in information systems management. She has eighteen years of experience in regulating information technology services and data governance, and has led the teams that drafted user-protection and digital-transformation regulations.
Member of the Board of Commissioners — Media Affairs
Doctorate in media and mass communication. He has served as a university professor and a media advisor, and oversees the portfolios of media regulation, broadcasting rules, and professional content monitoring.
Member of the Board of Commissioners — Legal Affairs
Bachelor's degree in law and a master's degree in administrative law. Extensive experience in drafting regulatory legislation and administrative litigation, and she oversees the committees and women's-affairs portfolios at the Commission.
Member of the Board of Commissioners — Technical Affairs
Master's degree in radio-frequency engineering. He has led national frequency-spectrum management and monitoring-system projects, and oversees the Quality of Service and Universal Service portfolios.

Field and international presence
Alongside its regular meetings, the Board maintains an active presence within Iraq and abroad: meetings with licensed companies and media organizations, field visits to the Commission's facilities in the governorates, and receiving international delegations and peer bodies to strengthen regulatory cooperation and exchange expertise.
