What is the National Numbering Plan?
The National Numbering Plan is the approved regulatory framework that defines the structure of telephone numbers and national codes in the Republic of Iraq — from the international dialing code, area and network codes, to short-code ranges and emergency numbers — and the Communications and Media Commission (CMC) manages and updates it to ensure the optimal and fair use of this limited national resource.
Numbering resources are allocated under the Plan according to transparent, published criteria that take into account actual market demand and the future growth of services, in line with International Telecommunication Union (ITU) Recommendation E.164; licensed operators are required to use the ranges allocated to them exclusively for the purposes specified in the allocation decision.

The Plan pursues a set of strategic objectives that ensure the adequacy of the national numbering resource, the fairness of its distribution, and its ability to keep pace with technological progress.

- Enabling number portability between networks to enhance competition.
