Consultations and Research

A unified knowledge library bringing together the consultation papers put forward for public consultation, sector research and studies, and the periodic regulatory reports issued by the Commission.

Research and consultation
the foundation of sound regulation

The Communications and Media Commission (CMC) believes that sound regulatory decisions are not built on judgment alone, but on accurate data, in-depth studies, and open dialogue with stakeholders. Accordingly, the Commission periodically issues market-indicator reports, conducts specialized research and studies on matters of telecommunications, media, and digital transformation, and puts forward consultation papers for public consultation before adopting new policies and regulatory frameworks.

All these outputs are made available to the public, researchers, investors, and licensees, in furtherance of transparency and to enable everyone to understand market trends and take an effective part in shaping the future of the media and telecommunications sectors in the Republic of Iraq.

Public Consultations

Consultation papers put forward to the public and specialists before regulatory frameworks are approved; the comments received are documented and taken into account in the final drafting.

Research and Studies

Field and comparative studies on digital access, data protection, and quality of services, which inform national policies and serve researchers and decision-makers.

Regulatory Reports

Periodic reports documenting telecommunications-market indicators, media-monitoring results, and the compliance of licensees, issued in a downloadable and citable format.
